"We apologize for these
civilian casualties."
It is a political apology
meant to appease a government
that may or may not care
in a personal way,
but realizes the need
to pretend.

The author's comments:
Listening to the news. It's bad enough when they have live sound bytes of soldiers being shot through the head. Then they tell us that, woops, we just blew up about 9 civilians, mostly women and children. It seems that both countries view it like dropping pebbles in a cup of water: you can only drop so many before the water spills over. We only get so many "accidents" before there will be retribution.

But do either of these political machines, these governments really care?
