Why are you looking?

I captured this image while observing birds in a park in New York City. Giving it the title "Why are you looking?" creates ambiguity as to who "you" refers to. Is it the bird at the bottom? Is it the bird at the top? Is it the viewer? It also creates ambiguity as to who is asking the question.
